Rule 1. Perjury being rendered
unavoidable, you
commith it never for
a purpose which to you
seems prejudicial to
the greatest number:
never but for a purpose
which seems beneficial.

Rule 2. If, in your
eyes, by reason of the
universal sacrifices
of many's happiness to
few's, the form of the government
appears to
you to require change,
never say Guilty when
the offence is such that,
by the punishment of
it, the present form w.d
be continued

Examples.
1. Offence, tending to
stop supplies to the
Revenue.
2. Offence tending to
substitute disobedience
to obedience.

Thus, if you they who scruple
not to violate for
their own profit or
custom house oath,
they are not compelled
to take, with what consistency
can they scruple
for the greatest happiness
of the greatest
number, to violate a
Juryman's oath, which
they have been compelled
to take and to violate.
If in cases where by
impurity, security of individuals
for persons of
property would be shaken,
still if in your
eyes the punishment
is excessive, say still
not guilty; this being
a means and the only
means for compelling
the Government to lessen
it.
Rule. Cause real
and cognosible to be
substituted to sham
and uncognosible law.
Of every act not prohibited
by some stature,
say not guilty. Sole
real Legislators, King,
Lords and Commons
jointly. Impostors all
others: called or not
called judges creatures
of the King alone:
instruments of his arbitrary
will: instruments
in the making
of which, the people
have had no share
authorized to give execution
and effect to
all law, not to make
any: yet perpetually, on
pretence of declaring
it, making it. By these

have continually
given the pace of law
to arrangements which

have dared to propose,
