There are two ways in which Pains
or Pleasures are produced. 1 By causes in which
man's action has no concern, ie: no
moral (for so they are generally called) causes: 2 By causes in which
man's action has no concern: ?ie: moral causes.

I might mention indeed a 3d and sort of causes viz supernatural - but this viz the inbers?ctions
of the Deity performed [individually] and by
means either of the man, or of this
thing we see These we shall pass over as they But as these are as much
above our knowledge as they are above the
notion of the two other sorts of causes that
are familiar to us [, we shall pass them over.]
[Tis] the latter sort [which] is that of the two on which
Laws can profess an influence: for it is on to
man only that man's Laws can be addressed.
If Happiness be in man the of every thought
and action, it is by the ideas of pain or pleasure
only that action can be prevented or produced; that even can be moved be induced to action; that he can be interested. be concerned in actions: The idea

therefore of Pain or Pleasure considered as
about to follow upon a of action or is called indifferently a Motive an Interest, and Inducement.
We are now [sufficiently] prepared to enter
upon a fresh and interesting task -
the building up as it were in our minds
putting together the idea of a Law.
The task is by this easy - The great
labour is and over.
