the same analogous. — In 1814, the Duty of 15 Francs for 50 kilogrammes
was imposed on foreign Iron, and the "Project de Loi" was
accompanied by a declaration of the Government, that "they hoped,
"in succeeding sessions, to propose, the successive reductions of
"the provisional Tariff;"— but, instead of the provisional
Tariff being reduced, the Iron-Masters rose in their demands,
and obtained an additional Duty in 1822 of 16 Francs, making 25
Francs in all, on all coal-worked Iron. But this protection did
not bring prosperity with it, and it is notorious that almost all
the forges of France, are in a state of extreme suffering. The
average cost of production probably exceeds 40 Francs for 100 Kilos
while the average value is less than 35 Francs; - and this is
150 per cent above English prices.

average price of English iron as furnished by the same methods
( 52) in 224 fr. per ton. A large establishment, in
which 16 millions Francs have been invested, has been offered at a
loss of 3/4ths of capital. A sinister depreciation scarcely less attaches to
a great variety of manufacturers.
Chaptal says, that the whole trade of France in the article of
"sempiternas," was destroyed by an Ordornnance, directing that the Warle
should consist of 1520 threads, while, in England, 1200 were found better adapted
