Police Bill
The quantity of room occupied by the Titles of
Acts where they are referred to in the usual way byby their Titles in other Acts
is an enormous inconvenience:- and, should the
Bill pass into a Law, the occasions for referring
to it in future Acts are seem not
likely to be infrequent. TheUsage apart, the thing to be desired
is that seems to be - that every Act, at
least every Act the contents of which are that is in any degree multifarious
should have, as it were, two titles, of for reference
mere reference, the other for the indication of
the topics touched up in it. To The former purpose
is compleatly futureby the short nothing can
be better adapted than the extempore extemporaneous titles
given to by which Bills are denominated in the
common Newspapers. These, short as they are,
never fail to give some general intimation of the
contents, which the would not be done by a
mere indiction of the numbers expression of
the year and the order place occupied by the Act
in question in the series of the Acts of that year,
nor even bywith the help of the recent improvement, by which the
the day month and day of which
the passing of
the Act are added; besides that mere numbers
are extremely liable to error; for want of that
check which is afforded by the import of the context
which in other cases.
AfterWith these observations how much of the
title here proposed shall be suffered to stand, and
whither any thing more shall be added to it,
be is submitted to those to whom it belongs to judge.
