1. By 20 Geo. 3.c.54. Commissioners are appointed for examining into the
Public Accounts: and the individuals are named by the Act.

BySS,....they are constituted Commissioneers for &c and for considering and reporting by what
"means and methods the public accounts may in
"future be passed, and the Accountants compelled
"to pay the Balances or illances due from them
"in a more expeditious, more effectual and less expensive
manner-"

SS50.-"The said Commrs shall from time to time
"... repeat to his Majesty, & to both Houses of
"Parliament... and also what defects they may
"have observed - and whither the said defects arise
"from &c - and shall ... report ...such rules
"orders and regulations, as in their judgements shall
"appear fir to and expedient to be established, in
"order that the duties are may hereafter be
"received, issued, expended & accounted for, in the
"manner the most expedient, most effectual, &
"most advantageous to the Public."

And in the title it is stated that they are
to report",... what defects there are in the present
"made of receiving, collecting, offereing, and accounting
"for public money: and in what more expeditious
"and effectual, and less expensive manner, the said
"services can in future be regulated and carried on
"for the benefit of the Public"
