S1.S[7] [Peckinghil]...living by[Purchasing]S.5. "Purchasing" must be the word
not dealing, which includes selling as well as purchasing.
Purchasing, and not selling, is the act
from whence the mischief arises which is endeavoured
to prevent: and it is only by means of
the word purchasing that any the line of distinction
can be marked out between the Wholesale and the
Retail Dealer, two classes whichom the the Bill in two
instances. (viz: Rags and Metals)proposes to subjects to different
rates of duty: for the pettiest dealer in this way,
however minute his purchases, will deal by wholesale
in his sales: nor can the wholesale dealer
be a whole-sale dealer in his purchases, of those
purchases are made of a retail-dealer, unless
the retail-dealer deals by whole sale in his sales.
What is more, purchasing is the only act, and not
selling, that[+] can be madetaken for the subject of a licence, and [+] in the branch of trade in question,
then only, where the purchase is made for matters
in particular, or generally for the purpose of sale: for the
seller is in this case the individual who in the case of a purchase made has used the
goods by an honest purchaser, has used the as long as they were of use to him , and who has
no living to gain by the selling of them, since he
does not sell them for more than they cost him, but
always for a great deal less: he is the party on whose
account, not from whom apprehensions are entertained:[+]2 [+]2 the party to whosem favour , not against whom the protection of the law is incant to be afforded.
