As to the diction of

Concerning the diction, it may seem that it
is not stron precise enough for legal purposes: but
neither is there any necessity for its being so:: an
index extract is not wanted: a mere reference indication
is all that is wanted sufficient: an extract would have
taken up occupied more room than can be spared.

It seems necessary to observe — that the
