[Recapitulation of the] annual expence per head of thousand Pounds Mr
Benthams Mr Bentham's Penitentiary plan on the terms originally settled with Mr
Bentham.

N.B. Mr Bentham by the agreement was not to have
fewer than a thousand — he was to be paid as for that
number at all events
