Under the original Penitentiary plan, as
under the Hulk plan, and even under the
N.S. Wales plan as to all that chosen to
return to their native country country and connections and find means
to do so, a man has his livelyhood to seek:
with habits of industry indeed acquired under
the original Penitentiary plan and New South Wales plan in in all instances
the instance of the whole number under the Hulk plan in most instances the
instance of the greater part of the number,
but under all these plans without character.
Mr Bent In Mr Bentham's plan an engagement
is taken comprized to provide each man with
employment as well as maintenance during the
age of labour, and with maintenance in the
shape of a superannuation annuity after
that age. This annuity he bears the expence
of: for one eighth of the estimated value
of each mans labour is to be allotted for
that purpose, besides another eighth for encouragement
money: so that three fourths of
the value of the labour is all that remains to
Mr Bentham.
