In point of precedent, nothing can be better grounded.
The above are not the only instances, by a great
many,number, in which the legislature has, for financial purposes,
thought fit to give to Commissioners, to be nominated
by the Crown, and not by any of the City authorities, judicial powers of the same kind to be exercised
