§.1. The distinction here made established between General
Magistrates at large, and those Magistrates specially attached to the Office
and who for the sake of that distinction are
throughout the Bill characterized by the appropriate
appellation of General Justices presented itself
as an indispensable one. In this as in all the
other Police Offices there would be no inconvenience
but on the contrary a very great advantage in
keeping the Door open for all such Magistrates
as might be inclined to the give the the
benefit of their attendance in the execution of
the necessary part of this business: but as to
what either as only that which may be stiled the administrative
branch - the a viz.: the appointing
directing and upon occasion suspending or discharging
the several persons comprising the employed as Guards
it seemed necessary to confine the exercise of that branch this function to
of this business to a small and select number of Magistrates

who might keep be depended upon
for keeping the whole chain of it
constantly in view
and in whom, the end it in
case of good management
and success
and the discord it
no of mismanagement
and future
might be seen
to attach: so that on
every occasion, praise
and blame, reward
punishment might find a known and determinate object: for upon
on whom
the responsibility in respect of the due discharge
of those functions and the of the
plan of management presented in the course of
their functions might attach in particular
as to every thing that depended in the fitness of the same as often as employed in subordinate
capacity might attach - The management
of the Guarding together would be exposed
to perpetual disturbance if it were liable to be
broken in upon by the casual and ing
interference of this or that Magistrate knowing
nothing of what had been done before and seeing
nothing comparatively speaking of what might be
about to follow.
