Second-hand articles
(except other than Apparel
&c) not to be purchased by Walking Purchasers, unless they have Carts with them
unless such Carts - - nor by others, elsewhere
are elsewhere butthan at the licenced shopsat the shop
&c
or exchanges

(1) §. 24. And be it further enacted that no licence
granted under and by virtue of this Act shall extend,
or be deemed or construed to extend, to empower
any person to purchase any second hand metals or any other Second hand goods whatsoever
by going about as a Walking Purchaser thereof from
house to house, (excepting shoes and excepting in the case of a persons licensed
as a Walking Purchasers of Second-hand Apparel,
Piece-goods and Remnants as aforesaid) unless such
person be licenced as a Keeper of Draught Carts or
as a Keeper of Hand Carts respectively as aforesaid,
and shall at the time of such purchase have with
him or her some Cart or other such carriage Carts in respect whereof he
or she shall at the same time be licenced: nor shall
any such licenced person (excepting Walking
Purchasers and
Cart keepers in
manner just last above
mentioned)
(except as justmentioned) receive
or unless licenced as
into his or her possession any such goods, elsewhere
than at the shop or other place in respect
whereof his or her licence shall have been granted,
as aforesaid.

except in the case of such second hand articles or masses composed of gold, silver, lead, copper, pewter,
brass or any other metallic or semi-metallic
pure, plated or in mixture, as
shall be bona fide taken in payment or part
payment for new or other secondhand articles goods
of or belonging to the same branch of trade; that is
to say old gold or silver taken by a Goldsmith or by a Silversmith
for by new or old gold or silver plate, old
lead taken by a Plumber for new or old lead,
laid on or furnished and the like.
