Question — Do you know of any means by
which upon upon your plan you a degree of security could
be given against delinquencies on the part of
convicts on their the expiration of their terms, could
be given, equal to that which is at on the present system
is afforded by the transportation of them to New South
Wales? or Norfolk Island
The ways are innumerable in which a
superior degree of security much superior could be afforded
at a prodigiously inferior expence. - What I speak say on
supposing the success of any
plan
this head altogether upon the supposition
that my plan after undergoing a competent
probation shall have been crowned with success.
It does not suppose government to committ any
thing more to hazard, than it has so long been made
up its mind upon committing content to committ to the same hazard already.
With the means I shall have in hand, any
management must be miserable indeed, if
after having a man under my authority for 7
years, I could not make his work pay for
his board, taking sickness and debility and superannuation -
every thing in a word of that
sort into account. Should Government be pleased
to give me half as much per head as it stands
now engaged to give me during that time, I
would accept the allowance as a favour - as
a reward for whatever it might see meritorious of merit
in my plan, and would dedicate it to some
public service. Continue to Give me but the price I am to have
already, I would could give qualification for the Magistracy a hundred a year apiece per man
to buy purchase the good behaviour of a greater number proportion than
can now at present return from New South Wales. Were the Colony
