appropriate intelligence were established, in such sort that, in and by
means of which whereof information of predatory and other
offenses might immediately and without expense, be received from all persons
aggrieved, without expense aggrieved and others and conveyd in the
same manner to all persons throughout the United Kingdom to whom by means
of their professions respective offices, professions, trades, occupations, or otherwise opportunity might
present itself occurr of contributions to the discovery or apprehending
