Observations

II Board
ʃ. 10
Power of fining

case. As to reprimand whatever may be its effect
upon persons of a certain rank in the scale
of office, among the inferior ranks it is not
itself a punishment: and in cases where the punishment
threatened is regarded as too great an offence for
the offence, this or any other threat demonstration
of it is like the in terrorim clauses in a
Will, which when once understood to come
under that denomination, lose their terrific property
quality altogether. [+]
[+] Under a system
such as this half a
a dozen family of small children,
an inoffensive Monster,
or a powerful protector, will
give a man a
license, as it were,
for every negligence,
and for every species
of miscond misbehaviour,
short
of bribe-taking, embezzlement,
or peculation.
