of concealing it or what is done with to it, bear a

improved system of laws no article but what might
be made to bear a much heavier tax than it does
at present [+] [+] The made produced to the revenue by the applying by the application of the power of the Excise laws to the two branches of the revenue which concern Wine and Tobacco is a proof as conspicuous as it is undesirable affords at the same time a illustration as well as an undeniable evidence of this truth. Many are the prejudices, the vulgar errors,
and those of the most groundless as well as pernicious
nature, by which the dispensations operations of justice
in relation to this branch of the natural resources
are obstructed: these prejudices partly though artifice, partly through honest error it is a principal
and constant study of the enemies of the country to forment
and strengthen by every means with their in their power upon
all occasions with their utmost industry. Every institution which tends to gain strength and efficacy to the laws will
be attached with an a degree of violence <gap/. every institution
which tends to weaken them defended with a degree of
, exactly in proportion to that tendency:
and the present proposed system has too much efficiency
in it in every branch, and especially in
that which are has points with particular aim
against insurrection and rebellion (I mean that which
concern the manner of instrument supply of the means of defence and
