The more frequently the opportunity of obtaining a
licence recurrs can with propriety be made to recurr, the more convenient for the individual,
and the more advantageous to the Revenue. The
propriety of such frequency will depend upon the
probability of a full and unpacked meeting, and
that will depend on the quantity of business usually
transacted in each Division. The Board,
by means of the universality of its survey, will
be able to learn, to a sufficiently degree of
nicety for this purpose, the proportional quantity
of business in each local District. Without this assistance, sets of Justices,
whose survey in point of place, is confined within their own respective
, may would not be so well able to adjust this
perspective of themselves.
