These heads, not having been found sufficiently

imperfection duplicitousness may be considered as affording even
exemplification of the unavoidable imperfections
which must necessarily attend be the necessary <add> continual result of the attempt to descend
into of such on the part of an authority so
unwieldy as that of a Parliament, an so incapable of
collecting that body of n particular and ever varying variable
experience on which the penalty of in regard to them must ever depend.
