The Lead is for the most part Sold to Plumbers Pewterers and Toy Makers and the Teutenegg is sold Coach Ornament founders and to Jews for the purpose of making bad Shillings and it is not less strange than true that these Braziers, Coppersmiths, Founders Pewterers and Plumbers although many of them are esteemed Men of credit and reputation from habit and from the temptation of buying cheap do actually purchase suspicious Articles every day and even melted Pewter in great quantities: and hence arises the necessity of including these dealers and rendering them subject to the regulations of this Bill otherwise its utility in some measure would be defeated. The number of Old Iron Dealers &c by retail in Town chargeable with a License duty of 40/ and in the Country 20/ may be estimated in fair Trade at about - - - - - |

9 | Manufacturers of Iron, Brass, Copper, Pewter, Lead & other Metals purchsing such Articles for the use of their Trade from Dealers who are not Licensed to sell are proposed by the Bill to be also subject to a License duty and to its various regulations: and indeed for the reasons above stated the System would be incomplete if these manufacturers were not included for otherways it would be impossible to attain the great object of the Bill which is the prevention of Crimes.
