Subdepartments thus
designated —
1. Election Subdepartment.
2. Legislative do
3. Army do
4. Navy do
5. Interior Communication
do
6. Preventive Service do
7. Indigence Relief do
8. Education do
9. Domain do
10. Health do
11. Foreign Relations do
12. Finance do

Art. 2. Collectively, the
functionaries who,
under the Prime Minister,
are at the head of them,
are termed Ministers.
Severally, Election Minister,

Legislation do, &
so on.

Art. 3. Though the fields
of authority are stiled
Sub-departments, they
are stiled — not Sub
Ministers, but for shortness,
Ministers.

Art. 4. Accordingly,
where Ministers are
named, understand
Ministers only, not
Prime Minister, to
be meant.
