For the purpose of supporting my claims to the
Land existing spot I use urge several arguments: one
of them is the engagement taken as I conceive in that
respect as well as others by two Members of Administration:
Yourself, Sir, and Mr Pitt. For the purpose
of supporting that argument in point of fact
I make all refer to what passed on three occasions.
one on which certain words were said to me by Mr
Nephron, you Sir, having said nothing and looking
assent: another on which certain words may be part of them the same as the former were said by
you, Sir, to me and my Brother, Mr Pitt, hearing
nothing said looking apart, and confirming them by
the addition of other words tending to the same design
The third occasion is that in which after receiving
a paper proposal from me through Mr Napier
a written proposal in which the spot
already attached to the Penitentiary business was
required by me you or Mr Pitt I can not yet
be certain which for want of acquaintance with your
respective hands but on that occasion
you were I presume
together
were pleased to mark it in the
margin with these words Offer fresh valuation
Upon this I presented a paper which was received
and read arguing my reasons against a fresh valuation
in one of the means in which it the proposition might be understood,
as likewise exhibiting reasons tending to obviate
the effect of the reluctance which I apprehend had
found on the part of one of the parties interested in the
land
