IV. Superfluity.
Applied to the share
parts and the same
occasion, superfluity
excludes insufficiency
IV. Superfluity is in its nature superfluity is opposite
to and excludes insufficiency: accordingly with reference
to one and the same individual person, in the character
of a motive an incentive designed to produce on his part exertions
tending to the production of the same effect, the same portion
of the matter of reward can not be insufficient and superfluous
at the same time

But is conjoinable
with it, as applied
to different persons
on the same occasion,
or the same persons
on different occasions.
But But what may very easily happen a stock of things alleged capable of being
nurtured with perfect facility, is that, as between two persons
to so situated circumstanced that to the exertion of both of them production
of one and the same effect the conjoint exertions of both are necessary,
the portion allotted to one may shall be superfluous,
and for the same from that very cause, the portion allotted
to the other insufficient in the same pr or two different occasions.

A The mode in which, more particularly in this branch branch of
public service insufficiency and superfluity are
apt to be conjoined is that in which it has place
as between two individual examples of the same specific individual
case. occasion. To the production of the effect in question, exertions
to the same amount are necessary, and that
on the part of all descriptions of persons concerned every person whose the exertions the production
of the desired effect the performance of the service depends.
But in this same case the quantity of reward obtainable by those exertions
shall in two different cases instance <add>occasions be different: and
in such sort that in one of the cases instances it shall be
sufficient, and the effect produced accordingly - but in the
other insufficient, and the effect accordingly not produced.
