4. Conductive: i.e. hire.

Out of these antagonizing
modes, the functionary
will have to
choose.

addressed to the Minister,
for the service of whose
sub-department the article,
(person, thing or money,)
regarded as needed is is to
be procured: from a
Minister to his subordinate
for whose use, as
such, it is regarded as
needed.

Minister, it the requisition will be addressed
to the Prime Minister.
If it be approved by him,
either a correspondent
instrument will be sent
down to the functionary
to whom it belongs to
procure the article; or else
the petitive requisition instrument
with a expressive
of correspondent mandation,
with appropriate
attestation, as per §. 8.
At the same time, a
manifold exemplar will be
sent down to the Minister
from whom the
application comes: and
so, in case of a like
application from any
inferior functionary to
his superordinate.

Minister, it will be

Minister of the sub-department
in which the
article is situated.
At the same time,
an exemplar will be
sent to the Prime
Minister: he will
either leave it to the
Minister to comply or not,
or send down such
mandate permissive,
prohibitive or alterative,
as the occasion
may appear to require.

Art. 7. In what case,
by a functionary
subordinate to a Minister,
a requisition rogative
application may be
addressed to the Minister
of a subordinate in
another sub-department,
the legislative, having
regard to the businesses
of the several
sub-departments will
determine.
