This promiscuous assemblage of Prisoners
considered as part of the punishment has no
penal effect upon the most audacious and the
most perverse On the Contrary with reference to them
it renders imprisonment less aff painful becausethe
tumult with which if surrounds them diverts them
from the misery of the situation andfrom the
reproaches of their consciences - It is therefore
an evil most severe for the prisoner of d refinement and sensibility - It isan addition
to the punishment of imprisonment evidently
unequable unexemplary and unprofitable.
