proposed for the
holders of 4 & 5
per cents

Even the owners of the 4 and 5 per cents
might find in this arrangement, not only an encouragement inducement
to come in cheerfully, into the ,
but such a compensation, or at least integration,
in respect of their loss, as, on the scorn of humanity
(for strict justice is out of the question) may perhaps
not be disapproved. For such of them as

shall have come in by a term to be fixed, the highest
classes might be allotted may be reserved, in preference even to
the earliest subscribers of the 3 per Cents: the 5 per

Cents being ranked in this respect above the 4 per Cents.

As the purchasers of these extra-interest Annuities
have had the less to pay for them,in proportion on account

of the purpose of their redemption, insomuch that, at a time when
that when 3 per cents are at 64, even 5 per Cents

are 3 per Cent below par, the reduction redemption might
under the above terms be, in appearance at least,
rather preferable than otherwise; and really and
indisputably profitable, on the inclusion of all such
as at the time in question would be inclining have been disposed

to
employ their money in other ways.

by distance from subscribing within the term, an expedient
might perhaps be found for preserving the
individuals as with as the public from being deprived
of the advantage; pr Stockholders for example resident
in, or on a voyage to or from, the East or West Indies.
