Charges against White

said Joseph White not so much as pretending to have
received from the said Board any counter directions from the said Board
making or modifying the direction contained in the said
letter or any communication whatever such as could
amount justify or cause his the disobedience non-compliance
with the same: in consequence of which wilful disobedience
misbehaviour on the part of the said Joseph White to the
said direction of the said Board the negotiation which,
had the said previous argument been drawn up at
the time when the said Joseph White was so directed
to draw the same as aforesaid, might have been immediately
proceeded upon viz: in the middle of the month of May 1795 by the said Jeremy Bentham
for the obtaining in relation to the purchase of the other
land pieces of ground that were requisite to the completion
of the spot to be allotted to the said intended Penitentiary
House could not be ever was proceeded upon till the
middle of the month of November then most :
whereby through the wilful default of the said Joseph
White in pursuance of the plan formed by the said
the whole season proper for building was lost to the
Establishment, and the commencement of the building would
independently of all other obstacles opposed to the same in
pursuance of the said conspiracy have thereby been
postponed for one whole year.
