Recommends his laying Panopticon before Finance Committee - approves
Solitary Confinement - knows nothing of his expence.

I observe by some oOrders from the Committee on Finance,
that among other subjects, they are about to enter on the
consideration of the expence of the Convicts; which I am extremely
glad of for various reasons- I think you may with perfect
propriety (a) lay before them the whole of your plan; they (a) In Note
may perhaps think themselves confined to the expence only
of the systems, but the difficulty might be got over by a
special Instruction: in any event it is competent to them
to consider your proposal for taking care of the Convicts in
