as Possessors of petty but permanent sums are
compleatly repelled excluded from the market for Government
Annuities. What the sum is amount is to which
a sum must view before it can be worth while
for the proprietor to lay it out in that market -
before it can be possible for the owner to dispose of
it to in that market to advantage - what that
mark is below which with their respective proprietor stand all sums are excluded
from that market is a question that depends
upon a statement of the expenses of all kinds
apparent and latent, unavoidable and avoidable
certain and casual, with which transactions in
