§. Provision against Abuse

1.
By the Suppletive or
Deputation System,
aid will be afforded
towards the minimization
of Principal's
pay.
1. If the mere distinction
and power of a
Depute suffices to produce
a certain quantity
of attendance,
much greater will
be the quantity
producible by the addition
of pay and superior
power: and so long
as the burthen of
attendance is not
intolerable, the pay
may be made less
and less, and thence
greater and greater
relish for the occupation,
and in so far,
active aptitude may
be secured.

2.
So if by the bare
expectancy of a given
quantum of pay, a
certain quantum of
attendance is produced,
by immediate
possession either
encrease of attendance,
or acceptance of
diminished pay, may
be produced.
