Let the Proposals to be distinguished not by the name of the
proposer, but withby a motte: as is the practise with
regard to subjects proposed for presuming by most of the foreign
Academies and other learned bodies. Or two matters might
be required: | in order to guard against the contingency of two persons
pitching upon the same. |

Advantages. It guards against the paying more attention
to a proposal than it deserves, on account of the rank
connections or reputation of the proposer
2. It guards against the paying too little attention
to persons who are low rank, who have be of no connections, do or who areas yet unknown.
