But These contrivances will be abundantly diversified
according to the various occasions in which the
taxes happen to be exacted; that is according
to the various kinds of taxes. The regulations
required in order to guard against these contrivances
will be as various. Equally Proportionably various
will be the offences which consist in the infringement
of those regulations.

To investigate and point out the best method of locating all these offences, regulations
Regulations to prevent the eluding of Taxes .— and are therefore dismissed. that could be established for this purpose it would be necessary in the first place to enquire
out what are the best kinds of taxes; & for that
purpose to investigate the possible kinds of
taxes. But this is a business which comes
not within the Penal branch of the Law.
It lies within the civil branch and falls under
the head of Political Oeconomy.
