S.10.VI. Preventive service Minister's functions.
Article 1. To the Preventative service Minister belongs
three functions relatively to all the arrangements of Government
having for their object the prevention of delinquency
or calamity, except in so far as belongs to the competence
of the Judiciary.
Article 2. [1. Enact
ive or II. Expository] Examples of the
principal calamities to which prevention is capable of
of being applied by the care of government are
1. Conflagration.
2. Collapsion.
3. Inundation.
4. Contagious
desease
.
5. Locally seated desease.
6. Famine.
Article 3. [1. Enactive or Expository?] Examples of
laws having Legislative arrangements for their object prevention of the above calamities are.
1. Arrangements relative to the construction of edifices,
particularly in towns, with a view to conflagration in so far as directed to this object.
2. Arrangement relative to the fabrication, custody and
conveyance of gunpowder and other explodible substances
3. Arrangements relative to the custody and conveyance
of matters susceptible of spontaneous combustion.
