Of this institution then, upon the face of this statement, what
are the effects.
I. On the side of good not any.
II. On the side of evil the following —
1. IN the Legislative department, delay to all measures
whatsoever: delay without assignable or probable usefulness.
2. Complete frustration or prevention of useful arrangements — in an indefinite
multitude of instances: and without assignable or probably usefulness.
3. Danger perpetual of a veto to useful arrangements in relation
to foreign powers, by corruption administered by the hands of the
agent of foreign powers.
4. IN the exercise of the locative power with relation to
most of the functions offices contained in the National Official Establishment
location of less apt in preference to more apt functionaries individuals: probable cause of
mislocations, mistrusting, agreement with the President for the division of the
whole aggregate mass of the the correspondent patronage: each choosing the to one less apt
connection — connections which by the tie of self-regarding
interest of by the tie of sympathy in preference to the more
apt individuals, whom the President the Executive Chief would
have chosen, had the weight of an undivided responsibility —
the only efficient responsibility — rested on his single shoulders.
