15. By the unofficial adversaries understand those evil doers
who are ordinarily termed offenders, criminals, malefactors. These
are resistible, every where resisted, if mostly with success

16. The official are those evil doers, whose means of evil - doing
are derived from the share they respectively possess, in the aggregate
of the powers of Government. Among them, those of the
highest grade and in so far as supported by those of the highest
those of every inferior grade, are every where irresistible.

17. To provide, in favor of the rest of the community, security
against evil in all its shapes, at the hands of the above
amentioned internal, and so long as they continue in such their situation,
irresistible adversaries - is the appropriate business of the
Constitutional branch of law, if accordingly of this code.

18. As in difficulty, so in importance, this part of this business
of law for every other. Of the danger to which an assemblage of individuals exposed, the magnitude will be
