The dissatisfaction of the popular people
There are two conjunctures on which the popular dissatisfaction
of the people may be expected to arise:
1st at hearing reading the description of
the punishment as given in the Law. 2dly at
seeing the punishment itself inflicted at the time
of Execution.

To obviate appease reconcile this dissatisfaction two different courses there are measures
are to be taken at the two different conjunctures suited to such conjuncture
To With respect to the first it will be proper to preface the Law
with a short expressive preamble, stating [in concise
and expressions] the heinousness of the
crime and the demand there is for this ext a degree of punishment
so extraordinary as that in question.
With respect At the second conjuncture two measures may be taken
in this view. One is to expose on the scaffold
a in conspicuous characters a short relation
of the crime. The other is to expose
in like manner a painted representation of it.
