differences as to the extent
of field of service between
sub-minister and sub-
minister, Prime Minister
draws up interpretative
an eventually emendative
ordinance.

Determining consideration on these occasions — not the importance of the sub-department in the aggregate, but the particular evil from the having, and so from the not having the subject-matter needed. 9 Art 9. Examples. 1. Fo Army Service, for commencing, compleating or repairing a fortification, dismantle not so public building, tho' it be but ornamented, if from other sources materials can be had at little more expence. 2. So for NAvy Service cut not down trees serving for protecting lands or edifices against pernicious winds, nor even those serving for recreation or ornament.
