By those by whom radicalism has been pronounced
dangerous it has been seems to have been without any
exception pronounced not simply dangerous but certainly
and likely utterly distinctive: dangerous distinctive - uncanny
always with reference to the whole body of the people - and
their happiness which is the universal happiness
and their interest which is the universal interests
These opponents of radical reform will for the present
purpose be distinguished into insincere and sincere

By the insincere I mean those who seeing radical
reform dangerous as it really unquestionably and ably is to their separate
and sinister interests use their utmost endeavours to cause
is to be regarded as not only certainly dangerous but certainly
distinctive to the universal interest: in their non-
minds either convinced of its being beneficial to the universal
or not setting themselves to enquire whether it is or
no concerned as they are of its being dangerous to their own
separate interests
