The consequence is - that, of the design as charged, in question,
either one point is — either that the countenance of the existing constituted authorities, under
their present names, and charged with their present
functions, must have or the establishment of a new set of constituted
authorities with correspondent names and functions.

Note in this place for illustration that which there will be
occasion to bring to view in another place for the purpose of proof. Of the case where, in the accomplishment of a
design found by the body of the people, the constituted
authorities, against the their own known and declared
inclination even made instruments,- Ireland, on
the occasion of the emancipation of the Irish for
Parliament from the British in the year 1782, afforded
an example. And by this example it will be seen to be is proved,
that, to the examples entertaining the sort formation of such of a design
such as the proposed radical reform in question a change in the form of government
in any other respect would not of necessity bebe a part.
