can ever have been issued: the application
of it is a commodity the sale contract of which
originates not with the Government vendor — but with

time are according to the exigency are forced
into the market in immense masses so that and the
business is to find customers for them on which occasions customers must be found at any
rate. The one are distilled into it like the dew,
the others are poured into it like a torrent.
