That two or three Justices shall may make oblige Publicans
to do it what they please , provided the penalty be an
enormous one , such as we have seen ; provided also
it be not in their power or in any one's else
to mitigate it ; is such a sort of regulation , as when
represented in its genuine naked garb colours , can not fail I think to startle any one who consider'd it.
