Ch . 4 In the nobility and gentry , and wholesale and opulent merchants and
manufacturers , they behold their superiors , the natural objects of their
envy : in the bulk of the people , composed of labourers ,
servants in husbandry domestic employment , trad manufacture and trade , they
behold objects of jealousy, their inferiors : but these inferiors
activated by interest: which in their station of servants are
liable and apt enough not unapt to aim in competition with theirs
In the same whatever degree therefore their condition operates as a
security for their doing justice to persons of their own
condition rank in life , it seems to operate as a cause of
danger insecurity — as a ground for looking to them with apprehension
or, disposed to depart from the law of justice to do injustice to the prejudice
of persons of a rank in life considerably above them on
the one hand or considerably below them on the other
