Pt IV. 51 C Of Frauds relative to the Coin. Reasons

A Loss upon the more valuable metal will fall more severely upon the poor where it does fall. The people indeed whose concern is chiefly with Copper Money
will often get Silver money: they will also now and then
get Gold; so that it is not by the badness of the Copper Coin
only that they are exposed to suffer: they are exposed, in a considerable
degree, likewise, to suffer by the badness of the silver
Coin; and to a certain degree even by the badness of the gold
Coin. And if they suffer any loss at all by the badness of
the silver Coin, they suffer much more on a single occasion
than they would suffer in a considerable length of time by the
badness of the Copper Coin; and by the Gold even more still.

Also , on the other hand with regard to a man whose
principal concern is with the Gold Coin, the utmost he can
suffer, in a very considerable length of time, by the badness
of the Silver Coin is a very trifling object to him; and as
to the Copper Coin it is no object to him at all.

But they will be proportionably anxious to prevent it. Still, however, upon the whole, frauds upon the Copper
Coin are those which persons of the poorer Class are likely
to be most affected by. For as to the more valuable Coins, the
heavier the loss upon them would be should they prove bad, the
