"It is wisely therefore ordered, that the principles
and axioms of law.... should be deposited in the
breasts of the the Judges" — It would be rather wiser
if they were deposited somewhere where it would
be possible for men whose conduct it is to be governed
by them to have access to them; in an a
intelligible volume for example which a man might buy for
a few shillings instead of going to and giving as
many guineas to an attorney and a council a council to tell him what
the opinion of the Judge is before the Judge has
any opinion about the matter.
