Frauds Mercantile set of customers to lose, the bare notion of being said
to have been guilty of an offence for which people are
punishable in such a manner would be a very formidable
punishment. The reason why it may be proper
to punish an offence of this sort more than in proportion to
the profit upon that single offence is that this is one of those
acts that, which like coining, indicate a are strong indications of a habit. Petty profits will
be made by petty cheats of this sort much oftener than
cheats will be detected, and much oftener still than
they will be prosecuted. See Introd. Ch [Proportion &c]

Ignominious Punishment for Cheating by weights &c or and measures
— how punished For cheating by false weights or measures an offender the ignominious
punishment shall shall be the punished be as follows
1. A large pair of Scales or a large rule or measuring
pot shall be hung about his neck.
2. On his head shall be a foursided hat the Cap of Infamy with the
words "Cheating Dealer" on each side: and in this plight
he shall be exhibited at the public market place at one or more times for not less than half &
