The temper of his immediate successor could
brook neither delay nor imitation. Prostrate as it
was and courting the royal hand that would condescend
to take it up Parliament was an Instrument
too slow in its operation for his impatience. Nothing
would serve him but he would govern without
Parliament that such was the choice he made the sure but
too slow instrument corruption — this he cast by
with disdain leaving it to be taken up by his successors:
how they took it up for they could do no
otherwise how they put it to use and with what
success — this is what all have seen or might have
seen — this is what all have felt.
