 On the Talk of Returns in J.B.s hand?
When this was written I little imagined that lawless had not been able to bring 
myself that to conceive, understand nor indeed scarcely so much as to suspect, that 
 power it was without the smallest authority or so much as the slightest
 pretence or shadow of an authority, from any one Act of Parliament, 
that lawless power had had the in this country had soared to such a pitch of audacity as to give positive 
orders in for detaining quondame Convicts in New South 
Wales, in despite and direct violation of every Act of Parliament & under which
 they had been sent thither, the few excepted who were transported
 for life..
A statement of the   given to the constitution 
insult thus offered to the authority of
 Parliament, forms the matter of a separate address paper. addressed 
also to Your Lordship, and of which the substance More
 occupation tofor Parliament: more amazement for your Lordship
 should it be regarded looked upon more within notice at your Lordship's command
 in the mean time. 
Had every thing that was ever surmized of the Cold
 Bathfields prison been strictly true, it would have been
 but as a drop in the ocean of that guilt of which 
the Duke of Portland's "improved Colony" his Bastile improved and magnified has been the scene 
and of which not the instruments there, but the men in authority there have been the unconscious and in a moral sense innocent instruments.  
 [If there be a drop left of English blood in English 
veins, it will cry aloud for vengeance.]
