the said Committee, and for all matters relating to the Meetings of the
saine, as well as for the government of the said Penitentiary House, and
for receiving, separating, classing, dieting, clothing, maintaining, employ-
ing, reforming, managing, treating and watching all Offenders during
their respective confinement therein, as to the said Committe shall seem
Just and proper: Provided however, that such Bye Laws, Rules and
Orders shall not begin to have force until they have submitted to
the Justices of the Court of King's Bench, and such Justices shall
have subscribed a Declaration that they do not see anything contrary
to Law in the said Bye laws
