Mr Colquhoun, having with the assistance of a
learned friend drawn up prepared a Bill intituled A
Bill for the establishment of a System of Police for
the River Thames and having for its object to extend
to the trade in general - with now the advantage of certain improvements that system of which
so a treat has been in that branch in
which the body represented by this Committee is
particularly concerned, and having given us to
understand that the Bill, having been submitted
to you has been fortunate enough to obtain your
approbation, and that from on such consideration
as you hitherto had seen to bestow on it you

it presents to you as unexceptionable free from any
material objections and well to effect adapted to its
intended purposes, I take the liberty to address
myself to you in consequence of conformity to a resolution
of the Committee for the purpose of saying, that
they should regard it it would be regarded by them as a signal service
rendered to not only the body whom they represent but as
well as to the whole of the mercantile interest concerned in
the trade of this great metropolis, as well as to the
public at large if by this testimony of their respect
they could prevail upon you to undertake answer for
the bringing in the Bill in question subject to
any such amendments as your professional and legislative skill and experience
may suggest and for the giving it the benefit of
your patronage in Parliament.
