4. Class the fourth. Every person seeking his or her living by purchasing (whether for sale any
or keeping open shop for selling any or by commission)
any Second Hand Apparel (except Shoes) or any second
hand furniture or other articles composed and made
up in the whole or in part principally of Piece Goods, other than such
as are commonly
as have been employed
as Naval
Stores

5. Class the fifth. Every person who seeking his or for the purpose
of purchasing whether for sale of seeking his or her living, by purchasing (whether for sale
or by commission)
any Second-hand Apparel
made-up Piece-Goods, or Remnants, as as last above
particularized under Class the fourth shall go about from House to House
or from Place to Place as a Pedlar. [+] [+] and not having
with him or her any
such Cart or Carriage
as hereinafter mentioned

or she have or have not any fixed pl shop or place
of trade). Licence Duty, if the abode of such person such occupation be
shall be in any house lodging or other fixed abode
carried on at any time
