Pawn Brokers for the purpose not only of exercising all the
functions of the Commissioners of the Stamps under whose
direction this Revenue is at present placed, but from which
department (to which it has little or no analogy) it is humbly
suggested it may with great advantage be removed to the
Proposed Board of Police and Revenue especially as much
more ought to be done than it is possible or even incumbent
on the Commissioners of the Stamp Duties to do for the
purpose of promoting the Good, and of preventing the evils
which at present arise from this System which requires
several new regulations and a Species of Systematic Vigilance
for the purpose of preventing Crimes, & Shielding the Poor
against latent oppressions which do not exist at present.
The Licence Duty produces at present — — — — £4598..0..
but by imposing another Licence Duty on Pawn Brokers
their other capacity as Salesmen & Dealers in unredeemed
Pledges. There are strong reasons to be urged why Pawn
Brokers ought to pay as well as other Dealers in Metals
an additional Licence Duty. The Unredeemed Pledges
under 10/ are at present sold by Pawn Brokers privately &
consequently pay no Auction Duty to the Public. This has
been heretofore overlooked. These small pledges form the
most lucrative part of their business as they seldom lend
upon them above 1/4 or 1/3 of their Value & a vast proportion
of them are forfeited. It is therefore reasonable that some
allowance should be made to Government for the Auction
Duty which is lost equal to the present Duty. This Revenue
without any pressure might be made to produce annually

Dealers in Horses for the purposes not only of exercising
all the functions of the Commissioners of the Stamps under
whose direction this Revenue is placed but from which
it is humbly presumed it may with great advantage
to the Public be Removed to the proposed board of Police
Revenue in as much as the proper regulation of this
Class of Dealers many of whom are very depraved
Characters require great Vigilance and minute regulation
not only to prevent the Commission of Crimes
by the purchase & sale of Stolen Horses but also to
